Changing Courses in Australia: Student Visa and 12-Month Transfer Rules
Changing courses and changing education providers are not the same decision. One concerns what you study; the other concerns where you study. Your current visa conditions, the provider-transfer rules and eligibility for any new visa must all be checked before you act.
Information checked on 10 October 2026. The familiar advice to wait six months is no longer a reliable general description of the current non-school transfer restriction.
The temporary twelve-month provider-transfer restriction
ASQA confirms that, from 2 October 2026 through 30 June 2027, the restriction for non-school students extends to twelve months of the principal course. Under the current temporary setting it is scheduled to revert to six months from 1 July 2027. This is a restriction on a receiving provider enrolling a transferring student, subject to the applicable exceptions.
The principal course matters in packaged study. Time spent in Australia is not necessarily time spent in that course. Ask your provider to identify the principal course, its start date and the transfer restriction that applies to your enrolment.
Is a provider release the same as visa permission?
No. A provider can answer questions about its release process and enrolment records, but a release does not resolve every immigration issue. Keep the provider’s written decision and obtain a separate assessment of your visa position.
Illustrative example: a student obtains a release and an offer from a new institution. Before cancelling their current enrolment, they should ask whether the proposed course is compatible with their current visa and whether a fresh application is needed. The release is one document in the plan, not the plan itself.
Check condition 8202 and the qualification level
Home Affairs’ study guidance requires students to continue meeting their visa conditions. Its framework guidance warns that moving to a lower AQF level or from an AQF course to a non-AQF award course can breach condition 8202. Check the precise rules and any applicable exceptions before changing your enrolment.
Record the current course’s qualification level and the proposed course’s level. A different title or provider does not establish that one is higher. Ask the institution for the formal qualification information so your adviser can assess the actual move.
What if I need a new Student visa?
A course-change discussion must now include the October 2026 application-location rules. Do not assume a person already studying in Australia can lodge the next Student visa application onshore. Ask the adviser to identify an exemption or explain the offshore process before you commit.
If your new course starts after your present visa ends, create a realistic contingency plan. Discuss deferral, overseas accommodation, tuition refunds and the effect on any accompanying family. A timetable that works academically may still require adjustment for immigration reasons.
Is the proposed 2027 transfer stream available now?
Study Australia’s October update describes a new transfer stream as still under development. It is separate from the transfer restriction already operating. Check subsequent official announcements before relying on its future eligibility, costs or commencement arrangements.
Before you cancel, transfer or pay
Request the current provider’s transfer policy and a written response to your circumstances.
Identify the principal course and time completed in it.
Obtain the new course’s formal level, duration and provider details.
Check your grant notice and VEVO conditions.
Ask whether a new visa is necessary and where it can be lodged.
Check written refund and deferral terms.
Keep attending and meeting your existing obligations while the position is assessed.
Frequently asked questions
Can I transfer freely after twelve months?
Finishing the restriction period does not remove visa conditions or other enrolment requirements. Check all parts of the proposed change.
What if my provider cannot deliver the course?
Keep the provider’s notice and request advice about the specific default arrangements. Provider default should be assessed on its documented facts rather than treated as an ordinary voluntary transfer.
Can an education agent answer every visa question?
Ask who is providing the immigration advice and check their professional authority. Education placement assistance and regulated immigration assistance are different services.
What is the most useful next step?
Write down the proposed change, dates and financial commitments on one page. Send that with your current and proposed course documents to an appropriately qualified adviser before taking irreversible steps.
