NSW, Victoria or WA? Compare 190 and 491 State Nomination

3 min read

The best state for skilled nomination is the one whose current requirements fit your evidence and settlement plans. A state with more advertised opportunities may still be unavailable to you. A lower historical invitation score does not make relocation a reliable shortcut.

Information checked on 10 October 2026. This is a comparison framework, not a forecast of which government will nominate you.

Start with the program year

State settings can change between program years and during a year. Check the date on the official page, whether applications or registrations are open, and whether a particular pathway is accepting candidates.

At this check, Victoria’s official homepage says its 2025–26 program is closed and information about 2026–27 will be published when available. Do not use a previous-year guide as proof that a new registration can be submitted today.

For NSW and WA, follow the current official program pages linked below. An occupation list or old results document alone does not establish that every stream is currently available.

NSW: match the occupation and pathway

NSW’s 190 guidance links eligibility to an occupation within an identified ANZSCO unit group on its skills list, as well as visa eligibility. Read the complete pathway rather than treating an occupation match as an invitation.

For regional options, check the separate NSW 491 guidance. If a route depends on employment, examine the employer, location, occupation, salary and required period against the actual current criteria. A job title by itself is not enough to establish compliance.

Victoria: understand the ROI stage

Victoria uses a Registration of Interest alongside the SkillSelect EOI in its nomination selection process. Keep the distinction clear: an EOI is lodged with Home Affairs; an ROI is part of Victoria’s selection process when that program is available.

Prepare consistent records for both. If one document describes a different job, income or location, resolve the discrepancy before submission. Do not simply copy a previous ROI into a new program without reading the new instructions.

Western Australia: assess the relevant stream

Migration WA operates state nomination pathways. Check the applicable stream and occupation list directly, together with any employment, study or location requirements relevant to your circumstances.

If a graduate pathway is being proposed, ask which completed qualification and study history satisfy its criteria. If an employer contract is needed, ask what the contract must show. These are documentary questions that need answers before a relocation decision.

Make a practical comparison

For each state, record:

  • Current program status and the date checked.

  • The exact visa and nomination pathway.

  • Occupation eligibility.

  • Residence, work or study evidence required.

  • Selection steps and any application fees.

  • Settlement commitments.

  • The financial cost of moving and a fallback plan.

Mark uncertain items clearly. A blank eligibility field is not an invitation to make the most optimistic assumption.

Do not relocate solely on an online success story

Imagine an applicant who moves after seeing someone in the same occupation nominated. The other person may have qualified through a graduate stream, regional employment or criteria that have since changed. The move can be expensive without improving eligibility.

Before acting, obtain an assessment that identifies the relevant official rule and documents. Consider employment and family wellbeing as well as the migration objective.

Frequently asked questions

Which state is easiest for PR?

There is no universal answer. The useful comparison is between pathways you qualify for under current settings.

Can I lodge in more than one state?

Check each program’s current EOI and nomination instructions, including commitments and restrictions. Do not assume every state accepts the same arrangement.

Does nomination mean my visa is granted?

No. Nomination and the Home Affairs visa decision are separate stages. You still need to satisfy the applicable visa requirements.
